Acquired the “Authorized NPO of National Tax Agency”!
Action Plan of our Institute in the new age of NPO

Wish you the compliments of the season respectfully.
I greeted this New Year with the feeling of unusual stress since we acquired “Authorized NPO” of National Tax Agency in last Nov. , in prior to face “New NPO age” due to significant revision of NPO Law on April 1st in this year which shall be required us more responsibility and duty for local society.
The enormous Tohoku Earthquake on March 11, 2011 caused catastrophic damages on Japanese economy, particularly on many small and medium businesses that were suffered from operation due to strong yen and deflation.
Just the 3rd supplementary government budget has been passed and it will go to full-scale reconstruction and regeneration from now on.
Under this circumstances, our Institute wishes to develop and contribute support business further such as business consultation, patent acquisition assistance, certificate acquisition of ISO14001, certificate registration of Eco-action 21, bid for Yokosuka Base in US Navy, and so on to small-sized enterprises in Yokosuka/Miura and Yokohama area.
As mentioned in above, the NPO Law revision comes into forth on April in this year.
As influenced changes for our Institute by this law, the Competent Authority will be changed from Cabinet Office now to Kanagawa Pref. concerned. And the “Certified NPO System”, under the control of National Tax Agency, will be included in the NPO Law revision.
Fortunately, our Institute acquired the authorized NPO for five years from November 16th in last year, which is 1st at Yokosuka city, 20th in Kanagawa Pref. and 238th in Japan.
So our leading challenge in new year shall be formulation of the structure to accommodate ourselves to meet the requirements of the new era and satisfy measures of City, Pref. and Government which provided the setting for revision of NPO Law.
Upon positioning NPO as a leader of “New Public” which will be ministerial measures and policies, one of the purposes of the NPO Law revision is having a review of tax benefits in order for NPO to get donation extensively from general public as funds for its activities.
As one of accreditation requirements for being an authorized NPO, the public ratio in its business activities should be more than the value required by the law.
After deliberation and resolution in our board and our general assembly meeting, our business activities in this year would be under mentioned for maintaining and making accreditation requirement satisfactory.
Policies of our business activities
- Reinforcement of our activities of consisting with ministerial measures and policies
(Reinforcement of the existing business including public services and development of new public business)
- Recruiting new corporate members of aspiring to public services
- Producing Industrial Cluster organized with local enterprises/universities/local governments
- Accumulating extensive information of conforming to the revised NPO Law
Specific plans
- Expanding support business system by creation of IT related business
- Conducting lectures and supporting activities to acquire the authorized NPO
- Expanding support business by consignment work received from public administrations
- Collaborating closely with industry-government-academia, NPO and other industrial associations
- Expanding environmental business further
- Providing chance for retirees to join the regional community
Our Institute, at August 2012, will be the ninth anniversary. I would like to express my hearty thanks for dedicating much time and efforts to support our activities done by all concerned of our members, small-medium sized manufacturers and enterprises, public administrations and industrial associations in Yokosuka/Miura and Yokohama area.

Operation
- The General Assembly and Board of Directors are operated based on articles of association.
- Steering Committee is composed of the President, Vice President(s), each head of the Department, and Directors and regular members related to the items of agenda, and shall discuss and straighten the items for the General Assembly and/or Board of Directors to supplement the function of the Board of Directors, as well as discuss and acknowledge plans and or guidelines for basic policies of general administrative matters and each Department activities and actions for various matters arising from-time-to-time.

Prospectus —— The purpose of the establishment
The purpose of the establishment
To revitalize local society and economy, formation of a new business form or model is anticipated to keep up with the expanding concept of locality and rapidly changing of market structure under the progress of automotive and information society. Based on the above-mentioned reason, “The Industrial Cluster” has been attracting attention recently.
In order to achieve success of the cluster activity, the seniors who has sufficient experience and knowledge as well as willingness to devote their time with the mind of contribution for revitalizing regional economy and society need to be participated to the cluster even though the industrial cluster composed of a local companies, universities, financial institutes and trading companies. Fortunately a certain number of willing managers and seniors are living in Miura peninsula and South Yokohama region which is our current activity area. The Institute of Industrial Cluster was established by them in August. 2003 with the cooperation of local administrations, universities and financial institutions to revitalize local economy and society by way of studying and implementing various measures.
Since the activity of “Revitalization of local economy” and “Development of Information-oriented Society” which is one of our activities, was added into revised the Law of NPO in April. 2003, we applied our organization for the registration as the legal corporation in complied with the Law to Cabinet Office and got a certification in January 2004.
Althuough our current area of activity is Miura peninsula including the South Yokohama region but we wish to offer our expertise to the central part of Kanagawa prefecture and further to nearby prefectures once our result of activities were confirmed.
Also we will be willing to cooperate with other similar NPOs and venture business to bring about synergistic effects.
What is the “Industrial Cluster” ?
The word “cluster” means a bunch of grapes, a flock of sheep, etc. and Dr. Michael Porter, an American economist, used the word in his book “On competition” to explain;
- a human network composed by a group of organizations and individuals of various kinds such as providers of final products or services, parts and components suppliers, universities and institutes of various kinds, distributors, financiers which have a geographically mutual relationship.
In recent years, in our country, it has been becoming common to call functional formation, which makes a chain of synergistic innovation possible, “Industrial Cluster“.
